Implemented Sugar Cane

I think sugar cane should become non resource protected like melons. Sugar cane is an important resources for towns especially new towns. Sugar cane is used to make paper for rockets, books, and bookshelves but it is also used to make speed potions which are essential in conquest. For this reason I believe sugar cane should be farmable anywhere so every town has access to it.

sugar cane is weird because its biome controlled to river biomes but you have to control the biome your town is in to have it iirc
