Implemented Sugar Cane

Obviously this will make life easier for the select few that actually grind for their towns, my only problem is it sets a bad precedent. Melons being globally available is different because of the ratio of health pots needed compared to buffs. I'm all for making it easier to grind but I think making sugar cane globally available would be counterproductive because as time goes on people will want and push for other biome controlled items to be made globally available.

I really dislike the word precedent. But these two really should be the only ones getting this sort of treatment due to it being hard to get outside of towns that aren't farming millions through auto farms

make it so when you're controlling a river tile you can grow it and get it in your industries
or so mobs at infested drop sugar

Sugar cane currently grows in all River biomes still, my suggestion is that you find a town in your alliance with a river biome in its protection... it's already abundant enough.
