Seems like server rank could constitute forum administrative rights. Maybe all guardians/overseers could moderate the forums. Sentries too if the problems require it?
I would say a select few, only needs a couple, who know how to use the forums. Some of our admins almost never use the forums and some don't understand how it works. I support having mop, zor and me as the forum admins as we use the forums more than anyone else and post most frequently.
mag mop and zor are 3 good admins for this.

Perhaps we could put a captcha on each post?

Oh spambots... the memories... You could use account activation by forum admins, but that would mean the inbox of your email would get filled with junk in a matter of weeks.
Better would be to get ourselves one of em fancy plugins. In fact I even took the trouble of looking a fancy one up: ForumAA. With this plugin players have to log in and use an ingame command to activate their forum account. So unless viagra salesmen buy a minecraft account they can't spam us anymore!
