Also, the lack of advertising doesn't account for the fact that many of our older players who've already started towns aren't coming online either.

But do you doubt that bringing cannons back will increase the population of Loka?

I doubt that it will result in a permanent up-tick in population. It may bring back a very small number of raiders who enjoyed cannoning, but that's a very small number, and I don't think cannons all by themselves is going to result in anything special.

Again, I support cannons if pearls are cut. Still, I've said before that I believe some kind of objective based system with incentive would be the key to a sustainable player base. Territories is a huge step in that direction. If it's something that can replace traditional raiding then it would appease both sides. People won't be crippled by their supplies getting wiped clean and raiders can still make headway.

It won't satisfy the pure-raiders. Their greatest desire on Loka is stealing valuables (not just wealth) from people, and Territories don't allow for that. They'll still be fun because you can gain and lose ground, but it doesn't change anything about how raiding is right now. Some of the 'raiders of yore' have already expressed this sentiment ("Do territories get me into people's towns and vaults? No? Don't care, then.")

Not to say that some later feature of territories couldn't allow some lite town breaching if you manage to expand your territory around/up to an enemy town, but that's a bridge that will be crossed at a later date.

The flaw in your reasoning is that non-raiders were significantly more in favor of cannons than raiders. Raiders voted about 68% in favor of cannons, while non-raiders voted around 89% in favor of cannons. This proves the argument that only raiders enjoy cannons wrong, because non-raiders want cannons more.

And that touches on what I suggested with merging the factions aspect of territories. Allow temporary perms for destroying key 'inhibitors' or gens around the borders which will allow calculated entry. Then maybe limit the ability to earn the perms to a weekly timer or something. There are many alternatives but it'll be hard to appease everyone.

Either everything is 100% raidable or 100% defendable but they can't be both.

I would just be happy to be able to get into a town and just steal what i need to keep fighting. Just run around the town and fight while grabbing items(food, armor, pots) to stay alive.

I'd actually like to see PvE objectives where people have to compete in order to gain loot or riches from events or randomly generated mobs. That way there are unique rewards and people will be PvPing by the end of the 'dungeons' to lay claim to whatever prizes are at the end. Maybe people will use alliances more appropriately to split the rewards or actually compete for a stronger foothold in the world.

These are the suggestions I always have in order to either replace cannons or give a more lucrative alternative. I would like to point out though, we've had hardly any objections to cannons being reinstated.

who has objected other then crypt?*crickets*

But honestly I would say piston bridges and slime planes would be better then cannons.

If you think the population will go down due to TNT cannons. Why not just make it like a Special? Like have it once a week.

Ron makes a good point. We could attempt to make TNT so hard to make that it becomes a lot more rare to have. This doesn't mean limit gunpowder, but alter TNT's recipe or something. I know we've discussed this before but it still seems like a good idea. Then it would cut back on the frequency of TNT cannons.

If block regeneration kicked in after an hour it would force raiders to be more precise and selective on when they used cannons.

I'd say block regen on TNT should be a matter of minutes. Perhaps 5-10, if we were to use that. Then it would require a lot more precision and skill when raiding, and you wouldn't really be able to clean someone out completely anymore. You'd only be able to take what was really valuable.
